We sat down with Andrew Bacher-Hicks, vice president of Evidence and Evaluation, to discuss how these new RFPs will build on AV’s previous research investments and help provide the information policymakers need to identify, implement, and scale the programs and interventions that will truly benefit the American people.
“We want to encourage researchers to work with policymakers and practitioners to strengthen the evidence base for effective social policies and programs, particularly in areas where rigorous evidence can drive the funding and expansion of proven programs,” he said.
He also touches on how AV works to avoid the “file drawer” problem where null findings aren’t published.

How Drug Prices Impact Care
|
|
|
Prescription drug costs remain a significant barrier to care, particularly for the 9 in 10 Medicare beneficiaries who take medications regularly. 14% of beneficiaries (age 65+) report skipping or not filling prescriptions due to cost concerns.
AV partnered with the Commonwealth Fund and PerryUndem to conduct 10 focus groups with Medicare beneficiaries and health care providers to find out their perspectives on drug costs. Find out what patients and physicians have to say about drug prices and how they impact care.

- Philip K. Howard in City Journal advocates for giving leaders power to streamline infrastructure permitting and approvals, citing Gov. Josh Shapiro’s success rebuilding a section of I-95 in Pennsylvania.
Criminal Justice
- Reason reports on how a new “truth in sentencing” proposal in North Dakota will cost the state more than $250 million in additional incarceration costs. As Kevin Ring, AV’s Vice President for Criminal Justice Advocacy, explains in the story, the legislation would also decrease incentives for rehabilitation, undermining prison conditions and public safety.
- Recently, federal corrections staff from across the country traveled to Washington, D.C. to tell Congress about how the understaffing crisis is affecting both them and incarcerated people, and why improved recruitment and retention must be a priority, Roll Call reports.

- On Thursday, February 20, at 3 p.m. ET, the National Academy for State Policy (NASHP) will hold a webinar on the update to the interactive Hospital Cost Tool. The tool provides information on a range of financial and operating measures for nearly 5,000 individual hospitals from 2011 to 2022 (soon through 2023). Learn more and register here.
- Results for America (RFA) and the Fines and Fees Justice Center (FFJC) will be hosting a 7-part online Solutions Sprint exploring why and how to implement effective and efficient ability-to-pay (ATP) assessments in courts. This hands-on workshop is designed for court stakeholders and advocates interested in implementing ability-to-pay assessments, payment plans, and/or community service or alternatives to fines and/or fees. Applications are due no later than Monday, February 24, 2025.
- On Tuesday, February 25, at 2 p.m. ET, The Committee for a Responsible Federal Budget will hold an in-depth, nonpartisan overview of the budget reconciliation process via Zoom. Learn more about reconciliation and register here.
- On Wednesday, March 12, from 11:30 a.m. to 6:00 p.m. at the Mayflower Hotel Washington, D.C., as part of the Association for Education and Finance Policy (AEFP) conference, the AV Evidence and Evaluation team will host an inaugural Innovation Day, bringing together researchers and policymakers to explore areas of common interest and potential new avenues of research.

This week is the 125th anniversary of the iconic American song “Lift Every Voice and Sing,” based on the poem by writer and NAACP leader James Weldon Johnson, set to music by his brother, composer J. Rosamund Johnson. The song was performed for the first time by 500 schoolchildren in celebration of President Lincoln’s birthday on February 12, 1900, in Jacksonville, Florida. The Jacksonville Public Library is hosting several events and celebrations, both virtual and in-person. Educator Nadine Ebri, also of Jacksonville, taught her students the song, and their joyful rendition is making the rounds online. Hear it performed by Beyoncé, Alicia Keys, and choirs from around the country.
