Public Finance
- Politico's Morning Tax 🔒 cites an article by AV Executive Vice President of Public Finance George Callas that advocates for the end of round-tripping, when manufacturers move offshore the production and intellectual property for sales inside the U.S.
- Writing for the Washington Examiner, AV Tax and Fiscal Policy Fellow Scott Hodge joins Professors Roger Meiners and Andrew P. Morris to reveal how century-old nonprofit tax exemptions now subsidize commercial activities. Their proposed solutions would restore balance and boost federal revenue.
- A recent New York Times piece features AV Program Integrity Fellow Doug Criscitello's vivid critique of a proposal to use a “current policy baseline” in the House’s budget reconciliation bill, likening it to “winning $50 at a poker table today and saying you’re ‘up’ without acknowledging that you lost $500 each of the previous 5 days.” The Times explores how budget framing affects public perceptions of fiscal policy. - The Atlantic explores the "buy, borrow, die" tax loophole, examining how the ultra-wealthy exploit this strategy to avoid capital gains taxes.
- Senator Bill Cassidy (R-LA) argues in The Hill that the growing national debt is threatening the American Dream, warning that unchecked debt levels will burden future generations.
- The U.S. Department of Justice announced that a St. Louis woman has been charged in connection with a $177,000 pandemic-era Employee Retention Credit fraud scheme.
- Senator Jeff Merkley (D-OR) comments on the “current policy baseline” in The Wall Street Journal. (free link)
Health Care
- New polling data from United States of Care offers a better understanding of current perceptions, priorities, and challenges experienced in accessing primary care.
- A new brief from the Center for Health Strategies examines how Medicare's recent expanded coverage of intensive outpatient programs (IOP) will impact the service landscape, especially for people dually eligible for Medicare and Medicaid.
Higher Education
- Third Way’s report illuminates lesser-known and widely attended Regional Public Universities (RPUs), advocating for the continued expansion of return on investment (ROI) for their nearly 7 million students and communities.
Criminal Justice
- San Antonio has experienced a significant drop in violent crime over the past two years due, at least in part, to a new “hot spot” policing strategy that focuses resources on high-crime areas. While violent crime dropped 10% city-wide, it fell by more than 20% in the hot spot areas, San Antonio Report notes.
- In many jurisdictions across the country, the rate that violent crimes are solved by law enforcement (also called "clearance rate") is very low. For instance, the Chicago Sun Times reports that in 2024, the clearance rate for non-fatal shootings in Chicago was just 6%. Since 2018, 19,000 people have been shot in the city, but police have made arrests in just 1,200 of those cases.
- North Carolina Health News reports on how the state is struggling to provide health care in its prisons due to severe understaffing, a rapidly aging prison population, and the rising cost of medication. Currently, the prison system is grappling with a staff vacancy rate of 24% and a nursing vacancy rate of 37%.
