Emily Baldwin
Emily works collaboratively with the policy, research, communications, and external affairs teams to identify, cultivate, and execute opportunities for successful legislative advocacy campaigns which advance evidence-based policies within Arnold Ventures’ corrections portfolio (prisons, community supervision, fines and fees, and reintegration).
Before joining Arnold Ventures, Emily served as the Sr. Policy Manager for REFORM Alliance, a national nonprofit aiming to transform probation and parole by changing laws, systems, and culture to create pathways to work and wellbeing. In this role, she led state policy research, successfully advanced state legislation, supported policy negotiations, and provided technical assistance to legislative stakeholders. Previously, Emily served as a Resident Policy Fellow & Manager for the R Street Institute’s Criminal Justice Policy Team, where she conducted policy research, wrote, and lobbied on criminal justice issues.
Emily’s written work has been published in outlets such as The Wall Street Journal, Dallas Morning News, and National Review. Emily has testified before state legislatures and the U.S. Commission on Civil Rights.
She holds a master’s degree in public policy from the University of Virginia, and lives in Washington, D.C. with her husband. In her spare time, Emily loves trying out new coffee shops and traveling to new cities and states.
