Mark E. Miller

Mark leads the Arnold Ventures Health Care team to lower the cost and improve the value of care. He brings more than 30 years of experience developing and implementing health policy, including prior positions as the executive director of Medicare Payment Advisory Commission (MedPAC), assistant director of Health and Human Resources at the Congressional Budget Office, deputy director of health plans at the Centers for Medicare & Medicaid Services, health financing branch chief at the Office of Management and Budget, and senior research associate at the Urban Institute.
Mark’s extensive experience identifying emerging health care issues, developing policy solutions, working with policymakers, and engaging diverse stakeholders has led to direct involvement in the development of landmark legislation that constrained drug prices, eliminated surprise medical bills, improved Medicare’s finances, and balanced the federal budget. He has been published in academic journals, testified before Congress, briefed executive and legislative officials, and is frequently sought as a health care expert by the media, appearing frequently in national news publications including The New York Times, The Wall Street Journal, and The Washington Post.
Mark holds a doctorate in public policy analysis from the State University of New York at Binghamton and master’s and bachelor’s degrees in political science from Old Dominion University.
