Maxwell Ryner

Maxwell provides analytical and operational support to the Medicaid and State Policy Engagement portfolio on the Health Care Team. His work identifies in-depth policy research and analysis that promotes a well-functioning Medicaid program for program beneficiaries and taxpayers through evidence-based reforms. His work also coordinates and advances the Health Care team’s state-based engagements that address the drivers of high health care costs.
Prior to joining Arnold Ventures, Maxwell worked at the Health Management and Policy Governance Lab. As managerial fellow, he supported task management across projects, authored internal and external documents, and grant seeking activities for Lab Fellows. Before joining the Governance Lab, Maxwell worked at Housing Solutions for Health Equity. As a research assistant, he researched and authored various public health policy works ranging from housing discrimination in the state of Michigan to the intersection of mental health and housing instability on American college campuses.
Maxwell received his master’s of public health and bachelor’s of arts in community and global public health from the University of Michigan’s School of Public Health. During his practicum, Maxwell worked alongside a team of students to develop a public-facing environmental sustainability plan for the Dearborn Public Health Department in Dearborn, MI.
