Thomas Huelskoetter
Thomas Huelskoetter develops and oversees strategic investments to reduce health care prices and improve affordability in the commercial market. Before joining Arnold Ventures, he worked at the White House Office of Management and Budget, where he developed policy and budget recommendations for the Affordable Care Act (ACA) Marketplace and the Federal Employees Health Benefits Program. In this role, he also supported the implementation of the Postal Service Health Benefits Program and provided policy analysis on a wide range of topics related to the ACA and the private health insurance market.
Previously, Thomas served as a Presidential Management Fellow with the Centers for Medicare & Medicaid Services and as a health policy analyst with the Center for American Progress. He also interned with the Senate Committee on Finance and the Center on Budget and Policy Priorities. Prior to getting started in health policy, Thomas spent his first year after college teaching high school English in France.
Thomas holds an M.P.A. from Princeton University and a B.A. in political science from Kenyon College.
