Study of Alternative Strategies to Traditional Police Response

Summary: RTI International is conducting process and outcome evaluations of the Durham Holistic Empathetic Assistance Response Teams (HEART) and Greensboro Behavioral Health Response Team (BHRT) programs. 

The overarching goal of both HEART and BHRT is to provide an alternative response to traditional law enforcement for mental health and quality-of-life 911 calls for service, to ensure community members are connected to the right care, and to reduce unnecessary law enforcement involvement. This evaluation will assess the impact of the programs on public safety outcomes in each community compared to traditional police responses, as well as understand the implementation and net-cost benefit of each approach. 

This study will generate evidence on the impact of alternative response programs on call for service outcomes and provide information on the merits of replication in other communities.
